The construction permit is necessary to:
1. There wasn't the first group of buildings or parts thereof in excess of the Cabinet of Ministers Regulation No. 19.08.2014. 500 „general construction regulations” set out in Annex 1 of the first group of indicators and / or by changing the route of administration of residential buildings on non-residential buildings and vice versa;
2. Restoration of the first group of buildings, which is a cultural monument, or part thereof;
3. Build or place second, the third group of buildings;
4. Restore, renovate or rebuild the second, the third group of buildings or parts thereof;
5. Second, third, the group would demolish the building.

Process description

  1. Service requests
    In order to obtain a building permit, shall be submitted to the building construction work submission (see form „construction work submission”) with necessary attachments and the construction design minimum composition.
    Regulation No. 529 of the BOM „Building regulations” (see section„ Other information ”- > „Regulatory Enactments”) provides the minimum contents for each construction type.
    Documents required for the development of the person who proposed the construction of a construction plan, agreed with the developer for the design of the documentation referred to in the sphere of development.
    The requested attachments by application:
    • property, possession or use the certificate of authority;
    • The person who proposed the construction authority, if the applicant has no intention documentation of ownership, possession or usage rights;
    • construction plan minimum composition;
    • if construction is provided for in the woods – land border plan with marked deforestation provided for in the construction of the forest land to forest land borders and deforestation sketch, which has been prepared in accordance with the regulatory enactments regarding Tree Felling in the forest;
    • building or group of premises and technical surveys;
    • reconciliations with persons;
    • reconciliations with institutions;
    • technical or special provisions;
    • other documents.

    Documents may be submitted, by mail or e-mail (if a person shall submit the documents prepared in accordance with the regulatory enactments regarding electronic documents, evidenced by secure electronic signature and time stamp).

  2. Information about service charges
    On receipt of the construction permit are liable to a municipal duty Gulbenes county council in accordance with the binding regulations On municipal duty Gulbenes county "(No 11, 24.09.2009):
    • fees amounting to 50% for the first subparagraph shall be paid after building permits and notification of payment within the prescribed period;
    • fees, the second subparagraph shall be paid before the submission of documents contained in the building of būvatļaujā design conditions (see service „Markup on the design conditions or commencement of construction work conditions are met” section,„ Related Services ”).

    If a construction permit conditions are not fulfilled or construction permit is not sold on municipal duty collected by the shipowner.

  3. Receipt of services
    Documents submitted within one month of the building authority shall evaluate and take a decision regarding:
    • building with the design and the issue of commencement of construction work conditions,
    • refusal to issue building permits, or
    • construction intention public deliberation.

    The answer to the submission and the construction permit be obtained:
    • Onsite (presenting the Passport or ID card (plenipotentiary person – a token))
    • by mail by registered post to the specified address.
