The service shall be entitled to:
(a) a person who, because of age or mental or physical impairment, cannot perform daily housework and personal care, and who does not have legal survivors or are unable, due to objective circumstances, to provide the person with the necessary care;
(b) a person who has difficulties in carrying out day-to-day housework and personal care during the illness or recovery period and who does not have legal survivors or are unable to provide the person with the necessary care for objective reasons (work, health, etc.).

Process description

  1. Service requests
    In order to receive the service, the person or his or her lawful representative or the authorised person shall refer to the social service of the Gulbenes municipality or the relevant civil parish administration to the social worker.
    Required documents:
    • an application with a description of the situation and the preferred solution; a declaration of means of subsistence;
    • a statement from a family doctor on the state of health of a person, the need for a care service and the absence of contraindications;
    • the social service may require the person to submit additional documents if necessary for taking the decision.

  2. Service Fee Information
    If the service is requested by a person with legal survivors or his or her income exceeds 70% of the national minimum wage, a co-payment shall be fixed at the level of the service defined: level 1 - EUR 20 per month, level 2 - EUR 25 per month, level 3 - EUR 30 per month.

  3. Receipt of services
    The social worker shall issue a decision to the person.
